Yes. The course carries a World Athletics Label and the organiser is a full AIMS member, so the route is certified and BQ-eligible. A finish time here can be used to qualify for the Boston Marathon. You do not need a qualifying time to enter Hamburg itself.
The official cutoff is 6 hours, a pace of roughly 8:30 per kilometre, which comfortably accommodates first-timers and run-walkers. Note the limit is generous: the race officially ends 6 hours after the last runner crosses the start line, so every starter gets a full six hours and the earlier start blocks effectively get even more personal time. The field starts in waves from two start areas (roughly 08:30 to 09:15).

The finish for everyone is on Karolinenstraße by the Hamburg Messe exhibition grounds, near the Heinrich-Hertz TV tower, which is also where the expo and bib pickup are held. The start, however, uses two areas: the earlier blocks start on Karolinenstraße, while the later blocks start nearby at Bei den Kirchhöfen. Both routes merge and return to the same finish, so bag drop and meeting friends afterwards is simple.
