Yes. The course is World Athletics Elite/Gold Label certified, so a time run here is BQ-eligible for the Boston Marathon. No qualifying time is required to enter Rotterdam itself; you only need a BQ-standard finish if you intend to use the result to apply for Boston.
The official cutoff is 5 hours 30 minutes, timed from when you cross the start line (chip/net time). Runners who finish after the deadline are not included in the official results. The course closes progressively behind the last-runner referee, so plan a pace that keeps you ahead of sweep vehicles on the river sections.
Mid-April in Rotterdam is cool maritime spring: about 11°C (51°F) on average with roughly 75% humidity and a noticeable 20-25 km/h breeze off the North Sea.
